SUBJECT : Spot Report re Arrest of Dale Campos Cancio for Violation of RA 9165
DATE : August 12, 2020
On August 12, 2020 at about 10:50PM, in P-5 Union site Dist. Mangagoy, Bislig City, Surigao del Sur, personnel of Bislig City Police Station, City Drug Enforcement Unit (CDEU) led by PMSg Roland M Popera, conducted Anti-illegal Drugs operation through Buy-bust with PDEA Pre-Ops number 30003-082020-0025 that resulted in the arrest of Dale Campos Cancio, 40 years old, male, married, jobless, a resident of P3 Saint Paul Dist. Mangagoy, Bislig City,SDS and Watchlisted Pusher as SLT. Confiscated during the operation were three (3) pieces plastic sachets containing of suspected shabu with estimated weight of 0.42 gram with DDB Value of Five Thousand Pesos (PHP 5,000.00), one (1) piece Five-hundred-peso bill with serial number DT086921 with markings of “BCPS” (BUY-BUST MONEY), cash money amounted to Two Thousand Fifty Pesos (PHP 2,050.00) in different denomination and one (1) cigarette foil. Inventory of confiscated items and marking of evidence were conducted in the presence of the suspect duly witnessed by: Purok President, VALENTIN B. DIEZ, Brgy Kagawad, ALBERTO B. ARNALDO, PETER JAMES H. MONTENEGRO, DOJ Representative and MS. GERALDINE T. LOZANO, Media Representative (Radyo Bandera FM).
Arrested person was duly informed of his Constitutional Rights under Miranda Warning and Anti-Torture Act during the arrest and now in the custody of Bislig CPS for proper disposition.
SUBJECT : Accomplishment Report on Campaign against Wanted Person
DATE : August 12, 2020
On August 12, 2020 at about 2:00PM, in Carwill Construction Inc., Amane City Gate, Davao City, PNP personnel of Lianga MPS led by PCPT CORBY B PILIGAN, OIC together with PSMS Kenneth J. Asoy and PCpl Allan S. Albert Jr, of Police Station 5, Davao City Police Office, jointly conducted operation against wanted person that resulted in the arrest of one FORTUNATO MARTINEZ VEGA JR., 30 years old, male, single, laborer, and a resident of P-4, Brgy. Communal, Davao City, (Top 8 Manhunt Charlie Target in Municipal Level of Lianga MPS) by virtue of Alias Warrant of Arrest for Violation of section 68 of PD 705 docketed under criminal case no. 19-3549-3739, issued by HON. LILIBETH O. LADAGA, Executive/Presiding Judge, Regional Trial Court, 11th Judicial Region, Branch 28, Lianga, Surigao del Sur dated June 27, 2019 with bail bond recommended and fixed at Twenty Four Thousand Pesos (PHP24,000.00).
Arrested person was duly informed of his constitutional rights and brought to Police Station 5, Davao City for proper disposition.
SUBJECT : Spot Report on Hacking Incident
DATE : August 2, 2020
On August 2, 2020 at about 8:30PM Carmen MPS received a call from concerned citizen informing about a hacking incident that transpired in Purok-5 Brgy. Sta Cruz, Carmen, Surigao del Sur. Victim identified as Rogemer Fausto Abanilla, 44 years old, married, MENRO employee was hacked by Sauro R. Urtuyo , 50 years old, single, farmer, brother in-law of the victim, and both residents of the aforesaid place. Initial investigation disclosed that the victim was having drinking spree with his neighbors at his residence. Eventually, the suspect believed to be under the influenced of liquor arrived and thereat, a heated argument ensued between them. Suspect took a sharp bladed bolo at the kitchen and hacked the victim hitting on his head.
The victim immediately brought by his neighbors to Madrid District Hospital for treatment while the suspect including the bladed weapon with scabbard were brought to Carmen MPS for proper disposition.

On August 3, 2020 at about 4:20PM, in
Purok-1, Barangay Poblacion, Barobo, Surigao del Sur, PNP personnel of Barobo
MPS led by PCMS Leif Vee V Urbiztondo, conducted operation against Most Wanted
Person (TOP 5 Manhunt Charlie Target of Barobo MPS) that resulted in the arrest
of EDGAR PONTAS OPELINIA, 32 years old, single, male, fisherman and a resident
of Barangay Bocawe, Lianga, Surigao del Sur by virtue of Warrant of Arrest for
the crime of Acts of Lasciviousness docketed under Criminal Case Number
20-CR-014-B issued by Hon. KILSTEN O. SALAZAR, Presiding Judge, 6th Municipal
Circuit Trial Court, Barobo-Lianga, SDS, 11th Judicial Region dated July 6,
2020 with a bail bond of Thirty Six Thousand Pesos (PHP36,000.00 and Acts of
Lasciviousness in Relation to R.A 7610 docketed under Criminal Case number 20-3768,
issued by Hon. LILIBETH O LADAGA, Executive /Presiding Judge, RTC, 11th
Judicial Region, Branch 28, Lianga, Surigao del Sur dated May 27, 2020 with
fixed bail bond of One Eighty Thousand Pesos (P180.000.00).

SUBJECT : Report on Shooting Incident
DATE : July 29, 2020
1. Reference: Report from Tandag CPS under Unit Crime Case No. 13SDS-TANDA-072020-162.
2. On July 29, 2020 at around 7:30 AM, Reymar Artos Velasco, 27 years old, male, single, farmer and a resident of Sitio Mantaya, Purok Mauswagon, Brgy. Pandanon, Tandag City, Surigao del Sur personally appeared at Tandag City Police Station and reported that his father named Mario Quezada Velasco, 62 years old, male, married, farmer and a resident of same place was shot by unidentified suspects in the aforesaid place which is an NPA infiltrated area at more or less 10KM from the city proper. Reymar further added that the cadaver of his father was already moved to San Nicolas Funeral Homes at Brgy. Rosario, Tandag City, Surigao del Sur.
3. Initial investigation disclosed that on July 28, 2020 at about 8:30PM, while the victim was watching TV in their living area, three (3) unidentified armed men and one women believed to be members of NPA entered the victim’s house and without any provocation, wrested and tried to tie the hands of the victim. However, victim resisted and struggled prompting the suspects to shot him several times on his chest using a short firearm.
4. Consequently, victim sustained four (4) gunshot wounds on his body which resulted in his untimely death while the suspects and their other companion outside immediately fled towards the mountainous of said barangay.
5. Thereafter, Reymar turned-over the recovered three fired cartridge cases and two slugs of caliber .45 pistol to the responding personnel for proper disposition.
6. Tandag City PS personnel are still conducting in-depth investigation to determine the motive of the incident and to identify the suspects.

On July 15, 2020 at about 1:40PM, Barobo MPS received s cellular phone call from concerned citizen informing about a shooting incident that transpired along Provincial Road at hinter land in Purok-6 New Bug-o, Barangay Causwagan, Barobo, Surigao del Sur, victimizing Jovannie Samontina Tabugon, 28 years old, married male, fisherman, a resident of Purok-4 Barangay Campbagang, Barobo, Surigao del Sur and his sister Jessica Samontina Tabugon, 20 years old, female, single, self-employed, a resident of Sitio Sabang Campilan, Cabacungan, Barobo Surigao del Sur, perpetrated by unidentified suspects using caliber .45 pistol.
Initial investigation disclosed that at about 12:20PM of same date, the victims were travelling from Brgy. Campbagang heading towards Brgy. Cabacungan, Barobo, Surigao del Sur on-board a red TMX habal-habal motorcycle. Upon reaching at the aforementioned place of incident, the suspects blocked their way and suddenly shoot them several times hitting on different parts of their bodies causing their death. Suspects fled towards mountainous area of the said place.
Recovered from the crime were one (1) piece yellow paper with writing message from the suspects, three (3) pieces of cartridge cases, one (1) piece fired bullet and two (2) pieces ammunitions of cal. 45 pistol.
